The IC card number is a serial number generated by the Certification Authority. There is no propitious number or non-propitious number. There is no IC card serial number used in the public's certificate inside the IC card. The public should not worry about this. The IC card public key certificate is a high technology product, modern citizens should not bother with the traditional associations.
How long does it take for certificate application?
Certificate application involves procedures of form filling, card printout, data input and data write into IC card. Generally, it takes about 10 to 15 minutes.
If I made reservation for certificate application in the morning, can I go in the afternoon?
Yes, you can. Counter reservation for certificate application is valid for the whole day. But we recommend you go to the household registration office for certificate application either in the morning (or in the afternoon) as you reserved. This will save your time.
Is it possible to permit application earlier in the morning and during noontime?
Office hours for application are from 8:30 to 12:00 am and from 1:30 to 5:00 pm. If you go for application close to noontime or 5:00pm, you are advised to telephone the household registration office to see if they can finish your application on same day.
Is it necessary to do your application in the household registration office where your residence locates?
It is unnecessary. You can go to any household registration office to apply for your certificate IC card?
Can I get my IC card on same day as application?
If you go to your household registration office at your reserved time, you can get your IC card in 10 to 15 minutes.
If I already have an old GCA Citizen Digital Certificate, can I apply for a Citizen Digital CertificateIC card?
Yes, you can. The two certificates do not cause conflict. Since end May 2003, GCA has stopped issuing magnetic certificate card for Citizen Digital Certificate and its business has been transferred to the Interior Ministry Certification Authority to issue Citizen Digital Certificate IC card.
How is the IC card different from the GCA certificate? What are its advantages?
  1. GCA: Issues government agencies certificates and server application software certificate, as well as magnetic cards for Citizen Digital Certificates (certificates for individuals). The Interior Ministry CA has transferred issuance of natural persons certificates to certificate IC cards since 29 April 2003.
  2. MOICA: Issues Citizen Digital Certificate IC card (certificates for individuals).
  3. GCA certificate is on a trial basis. It is different from Citizen Digital Certificate in use, issuing authority and objects.
  4. Citizen Digital Certificate is the first step in the e-Government infrastructure. It is the public's ID card on the internet. Through the use of Citizen Digital Certificate, the government and the public can engage in convenient online application services and e-commerce in future using digital signature technology. In the early stage, promotion of Citizen Digital Certificate will focus on providing internet services including household affairs, land administration, taxation and highway administration. More and more government services will be offered for application on the internet in future. The public can then enjoy convenient government services at home, and the government can upgrade administrative efficiency and improve service to the people, thereby achieving the policy goal of simplifying administration and giving more convenience to the people.
Can we use the same Email Address with another person?
Basically, there is no restriction on using the same email address. However, to separate personal information and to encrypt emails, it is recommended to use separate email addresses.
Are certificate IC cards and health IC cards the same?

  2. The health IC card is used in medical service and inquiry of patient records. You cannot use it for government services on the internet.
Why is it necessary to produce the certificate on an IC card? Why not on an ordinary magnetic card?
Having a magnetic card as the carrier for the certificate, data inside can be easily copied and the risk is high. Through FIPS 140-1 Level 2 authentication, the certificate IC card is highly secure. A public key is being generated internally after which a private key cannot be exported nor replicated. Subscriber's interest can only be protected using certificate protection X.509 V3 level.
Is it that the IC card can only be used together with a card reader?
Since the Citizen Digital Certificate is stored on an IC card, it must therefore be used together with a card reader. This is the same situation that a magnetic card be used together with a magnetic drive. Two types of connection interfaces currently on sale on the market are USB and RS232. My certificate is near its expiration date, what should I do?
  1. Since the validity period given by the Certification Authority is the longest period permitted by Certificate Policy, an extension to the validity is thereby not allowed to ensure key pair security.
  2. When your certificate expires, you must apply for a new certificate using a new public key. The public can apply for a new certificate following the new application procedures two months before expiration or upon expiration.
What is the longest certificate validity period, what should I do if it expires?
According to regulations, the standard validity period is 5 years, if you want to continue use your certificate, you can go to the household registration office apply for a new certificate two months before expiration or upon expiration.
Would names overlap? What should I do if dispute arises?
The Certification Authority permits overlapping of Chinese names and in this case the name will be differentiated by a serial number, thereby ensuring a unique subscriber name. However, if the automatically given serial number duplicates, the Authority will manually assign a number to ensure that the serial number is unique, thereby resolving the dispute in naming.
