What to do if I cannot change my PIN code on the specified website?
Please check and verify the following:
  1. Go to the Interior Ministry CA website: http://moica.nat.gov.tw (Certification Operation/IC Card Data Review) to check if you can normally read and store information, also check if you have properly installed the card reader.
  2. Check that your IE version is 11 or later versions. To check your browser version, please click “Explanations” on top of the browser menu, then click “About Internet Explorer.”
  3. Add the applicable certification website to the reliance website. Click in this order: IE/Tools/Internet Options/Security/Reliance Website/Website. Uncheck https and add the websites of moica.nat.gov.tw, 210.241.69.188 and 61.60.9.41 to become Reliance Websites and upgrade security of the Reliance Websites.
  4. Under Active X, check all the options (IE/Tools/Internet Options/Security/Reliance Website/Self-Set Level/Active X and Inserted Components. After setting all options in Active X of the IE Browser, click “General” in the label page. Carry out “Delete Cookie” and “Delete Files” and check to delete all the offline contents. Click “Confirm” to leave the internet options and reopen the IE Browser.
  5. If your operating system is WIN98, you must first install SafeSign CSP before changing your PIN code on the CA website. (You must not use SafeSign CSP to change your PIN code!) Since WIN98 was developed in an earlier stage, it does not provide full support for security components. To execute certification operations on the CA websites, you are recommended to use WIN2000 or XP to get better support for high security components.
What to do if the wrong web page appears or no response while changing your PIN code?
You must first verify the following:
  1. Check that your IE version is 11 or later versions. To check your browser version, please click “Explanations” on top of the browser menu, then click “About Internet Explorer.”
  2. Add the applicable certification website to the reliance website. Click in this order: IE/Tools/Internet Options/Security/Reliance Website/Website. Uncheck https and add the websites of moica.nat.gov.tw, 210.241.69.188 and 61.60.9.41 to become Reliance Websites and upgrade security of the Reliance Websites.
  3. Under Active X, check all the options (IE/Tools/Internet Options/Security/Reliance Website/Self-Set Level/Active X and Inserted Components. After setting all options in Active X of the IE Browser, click “General” in the label page. Carry out “Delete Cookie” and “Delete Files” and check to delete all the offline contents. Click “Confirm” to leave the internet options and reopen the IE Browser.
  4. Check that you have successfully installed the card reader (that the drivers properly activate.)
  5. If your operating system is WIN98, you must first install SafeSign CSP before changing your PIN code on the CA website. (You must not use SafeSign CSP to change your PIN code!)   6. If the same message reappears on the web page, please reset IE to its default values and reopen the IE software.

What to do if “Error in Page Setting” or “Cannot Upload” happens when you upload your completed application form?
Please check if all Active X options have been open, follow method below:
  1. Go to the Function Table on top of the IE browser menu and add the applicable certification website to become the reliance website. Click in this order: IE/Tools/Internet Options/Security/Reliance Website/Website. Uncheck https and add the websites of moica.nat.gov.tw, 210.241.69.188 and 61.60.9.41 to become Reliance Websites and upgrade security of the Reliance Websites.
  2. Under Active X, check all the options (IE/Tools/Internet Options/Security/Reliance Website/Self-Set Level/Active X and Inserted Components. After setting all options in Active X of the IE Browser, click “General” in the label page. Carry out “Delete Cookie” and “Delete Files” and check to delete all the offline contents.)
