What to do if the subscriber code cannot be used to unlock your IC card?
You must first verify the following:
  1. Check that your IE version is 11 or later versions. To check your browser version, please click “Explanations” on top of the browser menu, then click “About Internet Explorer.”
  2. Add the applicable certification website to the reliance website. Click in this order: IE/Tools/Internet Options/Security/Reliance Website/Website. Uncheck https and add the websites of moica.nat.gov.tw, 210.241.69.188 and 61.60.9.41 to become Reliance Websites and upgrade security of the Reliance Websites.
  3. Under Active X, check all the options (IE/Tools/Internet Options/Security/Reliance Website/Self-Set Level/Active X and Inserted Components. After setting all options in Active X of the IE Browser, click “General” in the label page. Carry out “Delete Cookie” and “Delete Files” and check to delete all the offline contents. Click “Confirm” to leave the internet options and reopen the IE Browser.
  4. Check that you have successfully installed the card reader (verify the drivers are correct).
  5. If your operating system is WIN98, you must first install SafeSign CSP before changing your PIN code on the CA website. (You must not use SafeSign CSP to change your PIN code!) Since WIN98 was developed in an earlier stage, it does not provide full support for security components. To execute certification operations on the CA websites, you are recommended to use WIN2000 or XP to get better support for high security components.
  6. (Attention: Only by installing SafeSign CSP (Cryptographic Service Provider) application software do you have applicable software for encryption/decryption and authentication security function. Do not use the “Unlock PIN” function of SafeSign CSP to unlock your IC card, otherwise it will cause permanent locking of your card.)
  7. You must pay attention to the upper or lower cases of the subscriber code. If you forgot your subscriber code, you must personally bring your original ID card and certificate IC card to reset your subscriber code in a household registration office.
What to do if the message “Link Error CMS:send” appears while decoding and unlocking your IC card?
On your first visit to the specified website, a self-signed certificate created by GRCA will be automatically downloaded to your computer. Certification problems could happen if download fails. Please check according to following procedures:
  1. You are recommended to use Windows 7 as the operating system and verify that the IE browser is version 11 or later versions. To view the browser version, click “Explanations” to the top of the browser menu and then click “About Internet Explorer.”
  2. Make sure that you have successfully installed your card reader and drivers.
  3. Set the IE Browser to default. (Click in this order: “Tools/Internet Options/Advanced/Reset to Default/Set/Confirm.” Close the IE Browser and reopen the web page.)
  4. Add the applicable certification website to the reliance website. Click in this order: IE/Tools/Internet Options/Security/Reliance Website/Website. Uncheck https and add the websites of moica.nat.gov.tw, 210.241.69.188 and 61.60.9.41 to become Reliance Websites and upgrade security of the Reliance Websites.
  5. Under Active X, check all the options (IE/Tools/Internet Options/Security/Reliance Website/Self-Set Level/Active X Controls and Inserted Components. After setting all options in Active X Controls of the IE Browser, click “General” in the label page. Carry out “Delete Cookie” and “Delete Files” and check to delete all the offline contents. Click “Confirm” to leave the internet options and reopen the IE Browser. You can then carry out normal decode operations of the locked card.
  6. NOTES:
    ※ Generally, the certificate application components would be automatically downloaded upon entering the MOICA website. If you press “Unacceptable” when you see “Security Warning” upon entering the web page, the certificate application components would not be able to automatically download and install.
    ※ If you have installed firewall or anti-virus software, you must first check your PC and network environment to see that externally you are using Port 80 and Port 443 (https). If you are using the IP Sharer on the internet, you are advised to close the IP Sharer before decoding and unlocking the IC card.
    ※ If you still cannot decode and unlock your IC card, please dial 0800-080-117 for toll free customer service.
Why the IC card sometimes get locked?
For security reasons, the system requires you to enter your IC card PIN code while using your certificate. The IC card would automatically be locked if you failed a third time in entering your PIN code. Thus, you cannot properly use your IC card. You must then go to the website: http://moica.nat.gov.tw (Certification Operation/Forget PIN Code/Unlock Card Explanation). Use your subscriber code to unlock your card for normal usage.
What is locked card decode?
Locked card decode is used for unlocking the PIN code. For security reasons, the IC card would be locked and cannot be used after failure for a third time in entering your PIN code. You must then go to the website: http://moica.nat.gov.tw (Certification Operation/Forget PIN code/Locked Card Decode Instructions) and enter the correct PIN code to unlock and restore use of your IC card.
A: Attention: Do not use the “Unlock PIN” function of the SafeSign CSP software to unlock your IC card. It would lock your IC card permanently.
What to do if the subscriber code is being locked while trying to unlock the IC card?
  1. If you still correctly remember your subscriber code, dial toll free customer service direct line: 0800-080-117. Our customer service will notify the Card Center to unlock your IC card, thereby enabling you to decode and unlock your card.
  2. If you forgot or lost your subscriber code, you must personally bring with you your original ID card and certificate IC card to change your subscriber code, thereby enabling you to decode and unlock your card.
