| Content | Beginning on July 1, 2014, MOICA certification services could be done by third-person except for applying new or terminating existing cards. Bringing the MOICA card, letter of authorization, and both the principal’s and trustee’s ID cards to any of the Household Registration Offices, one may perform almost any MOICA certification functions without going in person except the above two services. |
