如何申辦外來人口憑證IC卡? How to apply for a foreign national’s certification IC card?
申辦外來人口憑證,請本人攜帶由內政部移民署核發之晶片IC居留證正本(效期內),親至移民署服務站臨櫃驗證身分並完成申請後,於15日內持憑證申請單至內政部憑證管理中心,網址:https://moica.nat.gov.tw 點選 外來人口 / 常用功能 / 憑證申請查詢及繳費,透過居留證號碼及憑證申請單上的用戶代碼登入後,以信用卡線上繳款方式,繳交新台幣278元(憑證IC卡工本費250元+郵資處理費28元),並再次確認收件地址後,大約7~10個工作天後即可收到憑證,收到憑證後需至憑證管理中心網站進行開卡作業並設定PIN碼,憑證即可使用。
※補充說明:未於時間內完成繳費之訂單,系統會自動刪除申請資料。刪除後如仍有使用需求,需至移民署任一服務站重新送交申請書辦理。

To apply for an alien citizen certificate, the certificate subscriber should bring the official copy of electronic alien certificate (within the period of validity) issued by the Immigration Agency of MOI and go to the Immigration Agency Service Station counter personally to verify his/her identity. Within 15 days after the application is completed, the certificate subscriber takes the certificate application form to the Certificate Authority of MOI, website: https://moica.nat.gov.tw/. Click Alien citizen/Commonly Used Function/ Application Progress and Payment, and then logon through the residence permit number and the certificate subscriber code on the certificate application form, and then pay the fee by a credit card online, and the total fee is NT$278 (including $250 of certificate IC card production fee + $28 of postage fee), and then confirm the recipient address again, the certificate will be received in approximately 7~10 working days. After receiving the certificate, you need to go to the Certificate Management Center website to activate the card and set the PIN code, and then the certificate can be used immediately. ※ Supplementary Note: For any order without making payment within the time limit, the system will automatically delete the application information. The certificate subscriber needs to go to any service station of the Immigration Agency to submit a new application form, if the certificate is still needed. 申請外來人口自然人憑證所需文件? What are the documents required for the application of an alien citizen natural person certificate?

申請外來人口自然人憑證為何需要親自到移民署申請,不得委託? Why alien citizens need to go to the Immigration Agency for the natural person certificate application in person and cannot entrust others to apply for the certificate?
電子憑證依據安全等級區分,可分四級,電子化政府各憑證管理中心所核發之電子憑證,是屬於較高安全等級的憑證,可做為網路證明,是電子化政府網路申辦服務的基礎。為了保障個人的權益,必須本人親至移民署服務站辦理,經核對驗證個人身分及基本資料無誤後,才受理申請。
Electronic certificate is divided into four levels according security, and the electronic certificate issued by each Certificate Management Center of the E-government is a certificate of a higher security level, which can be used for Internet certification and the basis for application services of the E-government. In order to protect the rights and interests of individuals, you must go to the Immigration Agency service station to apply in person, and the application can be accepted only after the verification of personal identity and basic information.
外來人口自然人憑證適用對象為何? To whom the alien citizen natural person certificate is applicable?
需年滿18歲(含)以上,持有內政部移民署核發之晶片IC居留證正本(效期內),本憑證管理中心所簽發及管理的外來人口自然人憑證,包含簽章用及加解密用憑證。信賴憑證者:係指相信憑證主體名稱與公開金鑰之連結關係的個體。信賴憑證者在使用憑證管理中心所簽發之憑證前,應確認憑證之狀態、類別、保證等級及金鑰用途等是否符合應用需求。
Any alien citizen over the age of 18 (inclusive) and holding an official copy of the electronic alien certificate (within the period of validity) issued by the Immigration Agency of MOI, an alien citizen natural person certificate issued and managed by this Certificate Management Center including the certificate used for signature and the certificate used for encryption and decryption. Trusted certificate subscriber refers to the individual believing in the connection relationship between the name of the main certificate body and the public key. Before using the certificate issued by the Certificate Management Center, the trusted certificate subscriber should confirm whether the status, type, guarantee level and key usage meet the application requirements.
申請外來人口自然人憑證IC卡的流程為何? What is the procedure for applying an alien citizen natural person certificate IC card?
分為申請、繳費、簽發郵寄及開卡四個步驟,申請人大約7~10個工作天後即可收到憑證,流程如下:
A.申請:
(1)申請人至憑證註冊審驗人員(移民署申辦窗口),出示晶片IC居留證正本申請申然人憑證。
(2)移民署申辦窗口登錄申請人告知之行動電話及電子郵件信箱。
(3)移民署申辦窗口列印憑證申請書交給申請人。
(4)申請人確認資料內容無誤後,在申請書上簽名。
(5)收回移民署方留存聯,並將申請書收執聯交予申請人。
B.繳費:
申請人於15天內持外來人口自然人憑證申請單收執聯,上網到憑證管理中心網站,網址:https://moica.nat.gov.tw/ 外來人口/憑證申請查詢及繳費,以居留證號碼及申請單上的用戶代碼登入後,以信用卡線上完成付款,除繳交新台幣278元(含IC卡工本費250元+郵寄費用28元),並再次確認收件地址及填寫電子發票資料。
C.簽發郵寄:
憑證管理中心於申請人繳費完成時,即進行憑證之簽發及寫入,以及IC卡的個人化的外觀印製(IC卡外觀有卡號、姓名、使用期限),經核對無誤後,以郵局掛號寄送,申請人大約7~10個工作天後即可收到憑證。
D.開卡:
申請人收到憑證後,上網到憑證管理中心網站,網址:https://moica.nat.gov.tw/ 外來人口/憑證作業/線上開卡作業,依照網頁進行操作,完成開卡作業並設定PIN碼後,憑證即可使用。
※補充說明:外來人口自然人憑證IC卡為客製化卡片,卡片上已印製申請人姓名及有效期限屬於個人專屬卡片,故繳費製卡完成後即無法退費。
The procedure includes four steps: Application, Fee Payment, Issuance by Post and Card Activation, and the applicant can receive the certificate in about 7~10 working days, and the procedure is described as follows:
A. Application:
(1) The applicant goes to a certificate registration examiner (or the Immigration Agency’s application window) and shows the official copy of his/her electronic alien certificate to apply for a natural person certificate.
(2) The Immigration Agency application window registers the mobile phone number and email address given by the applicant.
(3) The Immigration Agency application window prints and gives a certificate application form to the applicant.
(4) After confirming the correct information content, the applicant signs on the application form.
(5) The Immigration Agency collects the Immigration Agency’s retention copy and gives the receipt copy of the application form to the applicant.
B. Fee Payment:
The applicant should take the receipt copy of the alien citizen natural person certificate application form to the website of the Certificate Management Center within 15 days, log on the website https://moica.nat.gov.tw/ alien citizen/certificate application query and payment by the certificate subscriber code on the residence permit number and then pay the fee by a credit card online. In addition to the payment of NT$278 (including $250 of certificate IC card production fee + $28 of postage fee), please re-confirm receipt address and fill in electronic invoice information.
C. Issuance by Mail:
After the applicant pays the fees, the Certificate Management Center will immediately issue and write in the certificate, and print an IC card with personalized appearance (including card number, name, and expiration). After verification, the issued certificate will be sent to the applicant by registered mail and the applicant will receive the certificate in about 7~10 working days.
D. Card Activation:
After receiving the certificate, the applicant should logon the Certificate Management Center website: https://moica.nat.gov.tw/ alien citizen/certificate process/online card activation, and follow the instruction of the webpage for operation. After the card activation is completed, and the PIN code is set, the certificate can be used immediately.
※ Supplementary Note: The alien citizen natural person certificate IC card is a custom-made card, and the card is printed with the applicant name and the validity period, which is a personal card, so that the fee cannot be refund after the card is made.

申辦外來人口憑證是否可使用其他身分證明文件辦理? Can I use other identification documents to apply for an alien citizen certificate?
不可以。初次申請憑證時,註冊窗口需在申請人本人出示內政部移民署核發之晶片IC居留證正本後,於移民署資料庫查驗該居留證是否為有效,並檢驗此居留證所記錄的人員是否確實為該申請者,以確認申請者的身分,才能核發憑證。
No. For the first-time certificate application, the registration window requires the applicant to show an official copy of electronic alien certificate issued by the Immigration Agency of MOI and checks the validity of the resident certificate with the Immigration Agency’s database, and also checks whether the person recorded by the resident certificate is indeed the applicant, and issues the certificate after the confirmation of the applicant’s identity.
