Content The Citizen Digital Certificate System has linked 374 household registration offices that indicated the e-government successfully entered the electronic time and the internet users have become a national information and economic development database. The Internet is an important factor for the competition of nation-wide information development. In order to allow citizens to connect to the government anytime and anywhere online, the Ministry of Interior held the “Citizen Digital Certificate Domestic Internet Connection Press Conference” on June 21st in 2004. In the future, people will be able to apply for any public government service through the Citizen Digital Certificate System, and the e-government project can be implemented simultaneously. The Ministry of Interior has promoted the Citizen Digital Certificate, and opened up the online application since April 30th 2003. The project has been in operation for over a year. In its first stage, the Ministry of Interior promoted free card application in order to attract people. Because of this promotion, more than 44 thousand certificate cards have been issued. During that time, the average application was one thousand per day. According to the Ministry of Interior, the administrative cost of the Citizen Digital Certificate IC card application will be charged next year. For subsequent years, people have to pay for the Citizen Digital Certificate IC Card. The Ministry of Interior encourages people to apply for the Citizen Digital Certificate as early as possible. Household Registration Offices for the Citizen Digital Certificate applications have increased from 50 to 374. In other words, people can apply for the Citizen Digital Certificate at any nearby household registration office. The online service saves people a lot of time fighting traffic. The application system provides various services. People can use online services provided by the government through their Citizen Digital Certificate IC Card, such as electronic household applications, labor and farmer insurance online applications, CHT e-counter and 230 other services. In addition, with the Citizen Digital Certificate System one can also apply for e-mail SSL signature, which secures the safety and privacy of sending e-mail though electronic signatures. Also, the Citizen Digital Certificate System is applied to the government safety monitor and management. For example, governors in Yilan county or Taipei county can use the Citizen Digital Certificate system to monitor and manage their internal systems. The Citizen Digital Certificate System is the key of e-government, and also a required identity authentication tool in the cyber world. Future Citizen Digital Certificate System can be used not only for e-government business, but can also be applied to mass consumption. For example, it can be used for Internet identity authentication for online banking to secure Internet interaction, for identity authentication of academic credentials, for Internet levels monitors, controls, etc. Overall, the Citizen Digital Certificate System will be an individual online identity card that compliments the identity card and health insurance card. One Citizen Digital Certificate IC card allows people to access the internet with security, and because of it, the information age life will be more convenient.
