Subject “Online Service Saves You Time” Over a Million Citizen Digital Certificates Issued by the Ministry of Interior

In order to encourage citizens to use online services through the Citizen Digital Certificate system, the Ministry of Interior held the “Million Lucky Eyewitness Online Competition” at the time when the Citizen Digital Certificate issuance has been issued over a million during the personal income tax return period. 21 winners of this competition and the millionth Citizen Digital Certificate applicant was given an award on July 21st at a ceremony. Mrs. Yeh is the millionth applicant for a Citizen Digital Certificate and received a NT$ 10,000 gift coupons and a Toshiba Satellite M100 -017006 Laptop worth NT$ 50,000. Applicants 999,990 through 999,999 - for a total of 10 winners - and applicants 1,000,001 through 1,000,010 – for an overall total of 20 - all received NT$ 5000 gift coupons . All winners were happy and surprised when they received a prize for simply applying for the Citizen Digital Certificate.
The Citizen Digital Certificate was opened to the public in April 2003, and the online services of 374 Household Registration Offices were connected in June 2004. People can go to any nearby Household Registration Office to apply for the Citizen Digital Certificate saving much time and avoiding traffic jams. The development of the Citizen Digital Certificate application system makes the online service available and very convenient thus saving people time. At this time, there is a total of 841 application items being used by the public and the users total over 4 millions. The numbers showed that people have started to become familiar with the Citizen Digital Certificate System, and the development of online service for the public has achieved a concrete result.

The Minister of Interior addressed that the Citizen Digital Certificate System is much like the online Identity Card, and is the basic infrastructure of E-government project. The main function of the Citizen Digital Certificate System includes identity authentication, information transfer security, transaction non-repudiation authentication, and privacy protection. The digital document of the Citizen Digital Certificate System also has an encryption/decryption function. In other words, public affairs can be conducted online. In addition, many neighboring countries, such as Japan, Singapore, Hong Kong, have introduced similar electronic certificate application online services. It shows that electronic certificate application is a definite Internet trend in the advanced countries.
The government has provided more than 841 services on the Internet through the Citizen Digital Certificate system, including internet tax filing, labor insurance seniority and personal retirement program inquiry, personal travel restriction inquiry, health insurance personal data and fine inquiry, electronic motor vehicle & driver information system, digital household registration copies, ID loss report, household registration office e-net service. The total users have exceeded more than 4 million.
By examining the statistics from June although the online application service has increased, the application of counties and cities still fell behind that of the modern cities, such as Taipei. The total applications in Taipei were 130,000. Da An District was the first one to launch this business and had the highest number of applications. Eastern Hsinchu, the Hi-tech city, had 10, 300 applications. As for the online application service, the labor and farmer insurance application operation under the Bureau of Labor Insurance had the highest rate of online users. The total applications have reached 2.5 million. The second highest statistic will be the electronic travel data inquiry of the Immigration Office, National Police Agency and Internet tax filing. Others, such as household registration copy application and personal travel restriction inquiries also had a lot of users. The information demonstrates that the public has learned how to deal with the government through online services.

The Ministry of Interior expects that all government organizations can apply the Citizen Digital Certificate system to their internal information inquiries and external services in order to achieve the purpose of a unified certificate and multifunctional services. In order to provide better online services, the Ministry of Interior has established a cross-organizational team called “Citizen Digital Certificate Application System Team”. The role of this team is to develop the key application systems aimed at the public by coordinating with related organizations. By lowering the application age limit and expanding the service targets through online services, the government service will become more efficient and more available to the public.
