  1. Preface
    1. What Citizen Digital Certificate is and How it Works
      1. Citizen Digital Certificate serves as “Internet ID” for those who wishes to show their identities for online applications of any kind. It ensures safe data transmission, complete transaction and non-repudiate, as well as privacy. It also is the infrastructure of promoting e-government.
    2. Legislative Background
      1. In October 2001 e-signature law was enforced.
      2. In December 2001, National Communication Commission rallied to delegate Ministry of the Interior to launch a full-fledged project, including a complete budget, to speed up the process of setting up Citizen Digital Certificate Management Center.
      3. In October 2002, the Executive Yuan approved the Citizen Digital Certificate Issuance Plan.
    3. How it Benefits People
      1. People may access to the government’s around-the-clock service from anywhere through the internet. There had been over ten million entries to the online services with the Citizen Digital Certificate by August 2007.
    4. Goals of the Plan
      1. To build the infrastructure of internet security and identity authorization for e-government.
      2. To offer the convenience of online id-check and improve the efficiency of several government service procedures.
      3. To share the fruitful results of Citizen Digital Certificate Issuance Plan with the private sector.
  2. Working Highlights
    1. In January 2002, Ministry of the Interior formed a steering group for setting up the MOI Certificate Management Center and dealing with its related businesses.
    2. In October 2002, the Executive Yuan approved the issuance of Citizen Digital Certificate.
    3. In April 2003, the Citizen Digital Certificate made its debut and 50 Household Registration Office (HROs) began to take Citizen Digital Certificate applications from the general public.
    4. In November 2003, 161 HROs took Citizen Digital Certificate applications.
    5. In May 2004, all (374) HROs took Citizen Digital Certificate applications.
    6. In June 2005, an award mechanism was launched to encourage HROs to issue the Citizen Digital Certificates.
    7. In December 2005, an award plan was given to organizations that excelled in developing good Citizen Digital Certificate applications.
    8. In July 2006, establish a Citizen Digital Certificate Promotion Team to find possibilities for Citizen Digital Certificate applications among government ministries and agencies.
  3. Achievements
    1. About 1.23 million Citizen Digital Certificates were issued which took up about 1/7 population of age 18 or older and who surfed on the internet regularly.
    2. Held a series of promotion activities through TV commercials, newspaper ads, and press conference brochures; and participated in the annual computer exhibitions and gave away presents to those who drew lucky numbers from the internet promotion activities. As a result, over one million cards were issued in three years.
    3. Promoted Citizen Digital Certificate applications. There have been 1,386 online application systems developed and 565 functions for internal use; an up-to-date statistics said that over 1 million and 550 thousand Citizen Digital Certificate surf counts had been traced. A vast amount of money, estimated one billion NTDs, can be saved, mainly due to the expense of transportation.
    4. Catching the wind with personal income tax filing, devise various promotion activities in May each year, the proportion of utilizing Citizen Digital Certificate to file income tax online has been increasing significantly over the years – from 82,181 of 2004 to 431,125 of 2007 which accrued to 18% of total online income tax filing.
    5. From 2005 on, give yearly award to those RAOs excelled in issuing Citizen Digital Certificate.
    6. The outsourcing of propaganda strategy for key application systems of Citizen Digital Certificate has been completed. It will become an important guideline for promoting future development of Citizen Digital Certificate applications.
    7. Concluding “Citizen Digital Certificate Issuance and Application Promotion Plan” by holding a conference to exchange ideas and experiences and giving awards to eight organizations with prevailed Citizen Digital Certificate applications developed in 2006.
  4. User Statistics
    1. There have been 1,386 online application systems developed. Up to July 2007, statistics derived from accumulating user count for each application said that over 1 million and 550 thousand Citizen Digital Certificate surf counts had been traced. 465 million and 5,461 user counts were recorded in 2006, a sharp growth of 118% over that of 2005, indicating the high appreciation of the general public.
    2. Up to July 2007, Bureau of Labor Insurance Council led the pack in online surf count with Citizen Digital Certificate at 4,972,824 counts for its online service system for laborers and farmers, followed by online land information system of Land Administration at 2,381,534 counts; and the online tax filing system of Financial Data Center had 431,125 Citizen Digital Certificate tax filing counts in may this year which accrued to 50% growth over the previous year.

  5. Future Prospects
    1. Vigorously promote the Citizen Digital Certificate applications.
      1. Citizen Digital Certificate Application Promotion Team should assume its role of coordinating various government ministries and agencies to find ways to utilize Citizen Digital Certificate in developing key applications to meet people’s urgent need.
      2. Examine the operation process and legal aspects of different data book users among various government units and actively promote the use of electronic data books instead of the printed ones.
      3. Establish a role model application and give its application seminars to promote the development of Citizen Digital Certificate applications in each organization.
      4. Host activities of award to reward those who take efforts in developing good Citizen Digital Certificate Applications.
      5. Hold education training seminars of Citizen Digital Certificate Application Interface and offer it for free to help organizations shorten the time of developing Citizen Digital Certificate Applications.
      6. Open the unused storage space of Citizen Digital Certificate IC chip to allow each organization to develop more value added applications.
      7. Study the feasibility of using a customizable outer shell of IC card to promote the versatility of the card.
      8. Complete the study of how to motivate people to continue using Citizen Digital Certificate after a five-year effective period is expired.
    2. Boost the propaganda activities for Citizen Digital Certificate.
      1. Periodically send out e-news report and promote it through different portal web sites to make Citizen Digital Certificate Applications more accessible to the card users and the general public.
      2. Participate in various exhibitions to familiarize Citizen Digital Certificate with the public, i.e. Computer Fair, Information Month.
      3. Put ads on different media, vigorously propaganda the use of Citizen Digital Certificate and its applications.
      4. Design and publish posters, brochures, and flyers and send them to organizations that can help post or distribute them to individuals.
  6. Conclusion
    1. A verifiable Internet ID and the capability of safe data transmission over the Internet are the indispensable essences of infrastructure for e-government. The Citizen Digital Certificate Issuance Plan is proved to be on the right track and complied with the international trend.
      Now the population of Citizen Digital Certificate is over 1.22 million. The accumulated usage counts of all Citizen Digital Certificate Applications are over 10.55 million and there have been 1,349 applications developed. These facts all make a say of people’s need using Citizen Digital Certificate. In order to keep on serving the public with fine, convenient internet applications of e-government, the continuation of issuing Citizen Digital Certificate is necessary. Our ministry will actively coordinate among different government ministries to speed up the process of developing key applications of Citizen Digital Certificate. Thus the expanse of Citizen Digital Certificate Applications will be broadened, so are the quality and range of services people will get. Using internet instead of the road, people can truly enjoy an all-weather, no-bad-day government service around the clock everyday. How we make Citizen Digital Certificate known to the public will motivate people to apply for one. It in turn will make our e-government service become one of the role models in the whole world.
