It has been the high priority policy for the government to boost the administration effectiveness and reinforce the citizen services. MOICA is the significant infrastructure of promoting e-government policy of the nation. With providing Internet authentication and transaction security, MOICA has merged as the public highlight whereas the government administration procedures also have been lessened. MOICA issuance has been published to the citizens, starting from April 30th of 2003. Up to date, more than 146 million valid digital certificates have been issued to the citizens and more than 1,455 service items of online government applications have been developed to serve the public. Totally, more than 17 million usage entries have been triggered by MOICA smart card holders in the past. Evidentially, the citizen services through Internet promoted by the e-government policy reach a significant bench mark. Among these, the tax filing system is intensively related to the public’s daily live. With the collaboration of both the Ministry of the Interior and the Ministry of the Finance, totally 567,585 households filed their personal comprehensive income tax through Internet with MOICA in 2008, which extend an annual growth rate of 32% in 2007. Persuasively, the statistic records of the citizen services reveal a great achievement of the e-government policy.

The number of households using MOICA for online tax filing increased from 1,112 in 2003 to 82,181 in 2004, and further increased to 567,587 in 2008. The annual growth rate of MOICA usage for online tax filing was 47.2% on average number of downloading household income data using MOICA increased from 517,108 in 2007 to 663,528 in 2008, with an annual growth rate of 28.32%.

The annual growth rate of MOICA usage for online tax filing from 2005 to 2008 was 67% on average with an increased rate of 32% in 2008. Although the annual growth rate has been lessened, the percentage of MOICA usage for online tax filing has been augmenting, indicating a trend of slow but strong growth. - Annual Certificate Issuance Analysis for MOICA
The number of MOICA issuance in May each year during the personal comprehensive income tax filing period increased from 9,365 in 2003, to 73,329 in 2004, and to 126,904 in 2008. The MOICA issuance in May is growing on average of 54.5% each year. The MOICA issuance in May of 2008 reached a new bench mark of breaking through 120,000 in a single month with a monthly growth rate of 73% in 2004. The intensive advertisement of reaching 2.5 million households usage of online tax filing which is 50% overall by the Ministry of Finance caused the high issuance of MOICA.
- Future Trend Forecasting of Online Tax Filing with MOICA
The annual MOICA issuance and usage both reach their peak during the personal comprehensive income tax filing period. The Ministry of the Interior persists in providing the related public services to attract the public’s interest to apply a MOICA smart card and to augment the number of online tax filing households. Using Internet instead of the road traveling is one of the e-government policies. Regarding the annual trend analysis, the growth rate of online tax filing with MOICA in 2009 will be about 25% which may include 700,000 households to file their tax through Internet. Thereafter, the MOICA issuance will be about 150,000 whereas the growth rate will be about 30% during the tax filing season.
