MOICA 2009 Internet Tax Filing Analysis and Statistics

  1. Introduction
        It has been the government’s goal to promote efficiency and to provide convenient public services. Citizen Digital Certificate issued by Ministry of the Interior (herein after as MOICA) is an infrastructure of the e-government. It serves as an internet ID and facilitates topnotch, secured mail system. It simplifies the administration procedures as well as promotes quality public service.
        The number of MOICA cards issued was over 1,730,000 on June1st, 2009, functionalities 1875, and accumulated users’ counts over 25,860,000. It has shown the effectiveness of e-government; amid which the internet tax filing is clear to be one of the most appreciated applications for the public. In 2009, the household counts of MOICA income tax filing was 718,309, comprising 23% of the whole tax filing population, a 2% growth from 2008, and the total counts was a 27% increase from the previous year. Meanwhile, the number of phone calls answered by customer service of MOICA card center was 27,671, a sure sign of public awareness and recognition.

    1. Annual Tax Filing Counts Using MOICA – 
           Number of citizens using MOICA to do internet tax filing from 2003 to 2009 is from the 1,112 counts of 2003, 82,181 counts of 2004, to 718,309 counts of 2009. The average annual growth rate is 43.5%. Number of cases using MOICA to download income information is from 517,108 cases in 2007, 663,528 cases in 2008, to 812,039 cases in 2009. The average annual growth rate is 16.2%.

          The percentage of Internet tax filing using MOICA was from 0.15% in 2003 to 23% in 2009. The annual growth was significant.

    3. Annual MOICA Tax Filing Growth Rate
          The annual growth rate of people using MOICA to do Internet tax filing from 2004 to year 2009 was 59%. Although the growth rate was flattening out, the percentage of people using MOICA to do Internet tax filing was still on the rise each year. It shows that the growth rate was still slowly increasing.   3. Analysis of MOICA Cards Issued during Tax Filing Period Each Year in the Past
        Personal income tax filing period has been in the month of May over the years. The number of MOICA issued was from 9,365 in 2003, 73,329 in 2004, to 134,669 in 2009. It has been increasing steadily year by year, and the average growth rate was 46.4%. During the tax filing period of this year 2009, MOICA cards issued were over 130,000, a record high over the years and topped 6% over the previous year 2008. One of the good reasons for the growth would be Ministry of the Interior and Ministry of Finance worked cooperatively to promote the use MOICA and provided prizes of Internet lottery draw to attract users.

  4. Future Works
    1. Review and simplify many certificate issuance regulations and procedures.
      1. To effectuate the convenience of public service, the government will refer to the past experiences of similar certificate extension programs from other countries, and learn about the revision of regulations on extending MOICA expiration date. People will be able to easily handle the MOICA expiration date extension on the Internet.
      2. Formalize the rules of reissuing MOICA for people to use the cards with little fear of losing it accidentally.
      3. Integrate the billing and issuance system to increase the processing efficiency of the registration windows in Household Registration Offices.
    2. Upgrade the hardware and software for certificate registration office to escalate the MOICA operation efficiency.
      1. The current MOICA issuing equipments were purchased in 2002, and its malfunction rate has been increasing. To escalate the processing efficiency, the MOICA management center had proposed a project and was approved. The budget is 100 million NTD in 2010 and 2011 to replace the old equipments.
      2. In response to the rapid growth of users and applications, it’s high time to call upon advancing technology for the MOICA management center, IC card management center to replace the old hardware and software for the new, including operation system, database management system, and backup and recovery system, as well as upgrade the 32-bit servers to 64-bit ones.
      3. For better performance and security, certificate registration office will need to replace current PCs with Thin Client PCs.
    3. MOICA will upgrade its key infrastructure to 2048 bit IC card to comply with international security measure in 2011.
          According to the report SP800-57A and SP800-78 in April, 2005 by National Institute of Standards and Technology (NIST), Chamber of Commerce, USA, the probability of RSA 1024 bit key pair being cracked is high by 2010 and assertively suggests RSA 1024 bit shouldn’t be active by the end of 2010. Based on this proposal, RSA 2048 bit will be applicable until 2030 concerning the security enhancement. Besides, the GPKI specification stipulated by the Executive Yuan has declared a RSA 2048 bit key pairs to hold for a period of 10 years. Thus, our ministry is planning on upgrading our RSA key of MOICA to 2048 bit from 2011.
    4. Promote the use of MOICA to the public.
          Make the public be aware of all convenience features of MOICA, which in turn will promote more people to apply and use them, we proposed the following:
      1. Holding Internet marketing activities through various web sites to make known to the public about what services and interests the MOICA can offer.
      2. Design posters, brochures, and flyers and send them to organizations that can help post or distribute them to individuals.
      3. Periodically send out e-news reporting the current MOICA software systems or portal web sites to get MOICA benefits to be familiarized with the public, to motivate them to apply for one and make use of it online through the network.
      4. Hold international conferences to take lessons from other countries for the references of domestic ministries and business organizations.
