Tax Filing, Labor Insurance, Health Insurance Inquiry … Discovering the Innovative Ways of Using MOICA (Citizen Digital Certificate)

The income tax filing is coming in about a month. With the MOICA, not only the personal income data can be downloaded, but also the insurance, housing loan interests and post-secondary education tuition deductions are accessible through the internet. With these three additional data downloaded, the tax filing becomes more convenient!
The benefits of owning an MOICA are beyond all these now. From April this year, people may download their entire Health Insurance details in the year of 2010 and apply for the electronic land transcript which possesses equal legal effect as their paper counterpart. They may even report the loss of personal ID, apply for the electronic household registration transcript, query and update their vehicles’ tag agency data, inquiry for their violation fines, and inquiry for their labor insurance duration time. All these chores can be completed on the Internet with MOICA now.

With the advent of the digital era, more people are using the internet to deal with their personal matters and eagerly expecting to avoid going out in person as much as possible. There is a catch, though. On the Internet, all interacting processes are not easily verified that the other party is who or what they claim to be. The opposite is true, too. Therefore, how to recognize each other's identity is a critical factor for the success of using internet. MOICA is just like a personal ID card on the internet. With this card, people can enjoy the various online services that government agencies have launched unimpeded.
In order to make people understand what MOICA applications the government agencies have developed, and to encourage all agencies to share the development and application of one another’s system, the Ministry of the Interior has set a date to hold an outstanding MOICA applications award ceremony and seminar on Mar. 22 at Socrates Hall of the Convention Center of National Taiwan University (B1, No. 85, Sec. 4, Roosevelt Rd, Taipei City). It will gather together domestic experts to address on the future prospects of MOICA applications, and foreign experts from the Czech Republic to shed light on the European prospect of national electronic identity and electronic signature, as well as to invite MOICA award winners to present their innovative applications.

This year's award-winning parties and their winner applications are as the following. The applications for citizen services include "The Income Tax Filing – Electronic Documents for the Tax Deductibles” from the Financial Data Center, Ministry of Finance, “Fast, Easy Access to the Electronic Land Transcripts” from the Department of Land Administration, Ministry of the Interior, and "Online Vehicle License Number Selection System" from the Motor Vehicle Offices, Taipei City Government. The applications for government operations include "Real-time Monitoring of Industrial Waste Transport Vehicle" from the Environmental Protection Agency, "Single Sign-on and Citizen Digital Certificate Authentication System” from the Centers for Disease Control, Dept. of Health, Executive Yuan, "Document Management System" from Hsinchu County Government, "Yilan County Paperless Central Payment Voucher System" from Yilan County Government, and the "Long-term Preservation of Electronic Records Management System" from the National Archives Administration.
