On the verge of annual personal income tax filing period, do you still worry about how to make it? Or you simply can’t stand the chore of collecting tax information, tax returns and the troublesome line-ups? Don’t you worry! An MOICA (Citizen Digital Certificate issued by the Ministry of the Interior) card is a good helper for your tax filing, just make sure that you have the card on hand, It’s easy and safe. Surfing the internet instead of hitting the road, the tax filing becomes easy and no trouble guaranteed!

The Ministry of Finance introduced a new “Trial Tax Filing Service” this year. Whether you are to pay tax, rebate tax, or do nothing, you can always log on with your MOICA in the internet and pay your tax online or just make confirmation. If you receive a trial tax notice and want to confirm the information, but you don’t have the complete tax data on hand, you can use the MOICA to download your income data and deductions through the internet. The deductibles that can be downloaded with an MOICA this year has been increased to seven items. Namely, insurance, house loan interests, education tuition, medical and maternity expenses, donations, disaster losses and physical and mental disorders.
The MOICA is valid for five years, the Interior Ministry reminded the people who have the certificate on hand and who want to file the income tax with the MOICA, must first check the expiration date, if the certificate has expired or is about to expire (in between 60 days before the expiration and three years after the expiration date), they can extend their expiration date to eight years either through the internet or going to any Household Registration Office counter in person. The certificate expires in eight years after the date of issue. After holding the MOICA for more than eight years, people must apply for a new card if they want to continue using the card.
In order to encourage people to use MOICA for online tax filing, the Ministry of the Interior will hold a series of prize drawing activities, including the "Internet Tax Filing Lucky Gifts Offer" and "High Tide Dancing with Money Rabbit", both offers prizes such as iPad2 16G, Wi-Fi Tablet PC, multi-function IC card reader, and Memorable MOICA Easy Card.

For anyone who want to register for an MOICA card, please bring one’s personal ID with NT$275 for the card fee, and go in person to any (not limited to where one’s ID card was registered) of the Household Registration Offices. To avoid the possible overloaded people squeezing in the Household Registration Offices during the tax filing period, the Ministry of the Interior has planned a few contingent places for the conveniences of people who need the MOICA registration services from May 1 to May 31. In addition to setting up a provisional registration counter (Monday-Friday 8:30-19:30, Weekends & Holidays 9:00-17:00) at the Information Center of MOI, No. 4, Lane 469, Sung Jiang Road, Taipei City, there are another three locations available to the public, including one registration counter on the first floor of the Taipei City Government’s Convenient Service Station, one on the Taipei MRT Main Station’s underground street and another one on Taipei City East Region’s MRT underground street. These three locations open from Monday to Friday (close on weekends and holidays, the one on the Taipei City Government open from 8:30 to 16:00, and the other two locations from 10:00 ~ 18:00). As an extra, many counties and cities have also prolonged their Household Registration Office service time to give better and more flexible services for the MOICA registrations during the tax filing period.
