Subject New Version of MOICA Will Bring New Outlook into the Future

MOICA (Citizen Digital Certificate Issued by the Ministry of the Interior) is entering its new phase from Mar. 21st this year. According to MOI, the MOICA made its debut in 2003 and with a valid period of eight years for each card, every card that was issued in 2003 is bound to renew sometime this year. But in order to be in line with the trend of technology and enhance the security features, thus to extend its versatility and ease of use, Deputy Minister Chien, Tai-lang said the new version of MOICA would boast more advanced security keys and apply multiple forgery-proof measures. In addition, the card face design concept would also be more in tune with the harmony of nature, emphasizing “the use of card is to reduce hitting the road”. It is not only a good tool to help prevent harming our environment, but also a genuine expression of showing our love for the lives on Earth.


There have been over 2.17 million of MOICA cards issued since 2003, the Ministry of the Interior indicated that owing to its capabilities of identity verification, digital signature and data encryption/decryption, the MOICA has become the most secure tool for various e-Government web applications, including the Internet tax filing, laborers’ account information query, electronic land registration transcript, household registration transcript, report of loss of cards and query for a good standing of traveling overseas, electronic motor vehicle and driver information systems, and the web bidding system for vehicle plate numbers.
Ministry of the Interior also noted that the new version of MOICA incorporates with several security features, while retaining the old anti-counterfeiting measures. The new additions include a super-thin line under the Chinese words for citizen digital certificate, super-fine "MOICA" characters to anti-counterfeiting, clear and eye-distinguishable card pattern design, plus only visible under ultraviolet light of "MOICA” logos and a "Taiwan map shape" stealth security feature, and because the card is made of a unique laser-like, hard-to-imitate silver material, it has a special glare effect of light reflection and is highly recognizable with the naked eyes.


Perhaps the most worth mentioning of its layout, while retaining the "user name" and "expiration date" of the old card, the new card carries “bar code” with its original “card number”. Under the reliable security mechanisms, the range of applications of the certificate will increase substantially.
Ministry of the Interior emphasized that it will continue to promote and encourage government agencies to develop more innovative applications and better services in the future, and integrate with the latest technology to bring people on the internet the safest and most convenient time-saving services. Just a reminder, anyone who has reached 18 years old is eligible to apply for the MOICA card, just take the personal identification card and $275 NT to any household registration office counter nearby for processing.
