Does the Certification Authority issue Attributes Certificate for public servants?
According to the e-Government electronic Certification plan, public servants must first apply for Citizen Digital Certificate with the Interior Ministry before applying for Attributes Certificate with the Personnel Administration. Prior to setup of the Certification Authority, it is recommended that public servants use Citizen Digital Certificate coupled with applied systems control.
How does Citizen Digital Certificate apply?
Citizen Digital Certificate users: Authentication certificates issued and controlled by the Certification Authority refer to Citizen Digital Certificate for ROC citizens who are at or above the age of 18 including certification for seals and certification with encryption or decryption. Relying Party: the Relying Party refers to those individuals who believe in certification for the subject name and linkage with the public key. Prior to issuance of the certificate by the Certification Authority, relying party must first clearly verify that the state, type, class of assurance and use of public key meet the application requirements.
What are the qualifications and required documents for applying authentication certificates?
All ROC citizens who are at or above the age of 18 and have residence registered in ROC are qualified for application. You can make reservation first on the internet and then personally go to the specified counters of the reserved household registration offices with your original ID and NT$250 for the IC card fee.
How to apply for the Citizen Digital Certificate IC card?
Presently, only online reservation is open. You can fill in your personal information and make reservation at this website: http://moica.nat.gov.tw (for reservation application) After reservation, you must personally go to (your specified time and place) the counter of the specified household registration office with your ID. Nationwide there are now a total of 373 household registration counters for application. The public can go to the website: http://moica.nat.gov.tw (authentication operation/certificate application counters RAC) for relevant information.
Why is it that you must apply for Citizen Digital Certificate in person and not entrusted to somebody else?
There are four levels of security in electronic certification. Electronic certification issued by the e-Government's Certification Authority belongs to a higher level of certification. This certification can be used to prove your identity on the internet. It is the infrastructure of the e-Government's online application service. Just like applying for proof of your chop the first time in a household registration office, you must apply in person for electronic certification. Authentication certificates are issued only after correct verification of your identity and basic information.
What are the procedures for applying for Citizen Digital Certificate IC card at the counter?
In applying for certificate at the counter, you must follow the procedures below:
  1. After verifying the applicant's identity by the certificate registration auditor, the registration counter will print out a certificate application form.
  2. The applicant must fill in his or her email address and subscriber code for the registration auditor to input into the system.
  3. After verifying that the input information is correct, the auditor would use his or her IC card to add a digital signature to the application data and do a personalized printout of the IC card (the IC card must have a card number, name and date of issue).
  4. The relevant certificate application data would then be uploaded to the Registration Authority.
  5. After verifying that the auditor's signature is correct, the Registration Authority would submit complete application information to the Certification Authority.
  6. The Certification Authority would return the issued Certificate and the registration counter system would write the certificate into the applicant's IC card.
  7. The auditor would help the applicant to open the IC card.The initial PIN number is made up of six characters for the day, month and year (R.O.C calendar) of birth of the applicant.
What are the qualifications for applying for Citizen Digital Certificate IC card?
All ROC citizens at or above the age of 18 and who have residence registered in Taiwan.
Why is it necessary to make reservation for application?
  1. Certificate application via the internet is restricted by broadband. Since each applicant's length of time for application is different, application by reservation ensures that all household registration offices have an equal amount of work.
  2. Since the public go for application at his or her appointed time and place, it is as convenient as buying a train ticket in advance. Citizens can better arrange their work and the household registration offices can also be well prepared to give citizens satisfactory service.
  3. The authentication certificate is as important as your ID card. The IC card is an article controlled by the card control center, therefore, the number of IC cards must be put under control.
  4. Application without making reservation is still under study. It will be publicized on the website if it is open for use in future.
Can applicants apply for Citizen Digital Certificate in districts other than their own residence?
No residence restriction is applied. The public can make reservation with any nearby household registration office to apply for the Citizen Digital Certificate.
