The application can be accepted only after the verification of personal identity and basic information, and it can't entrust others to handle.

 

What is the PIN code and what should I do if I forget the PIN code of the Citizen Digital Certificate IC card?
● PIN code:
The original PIN code was set by using subscriber's birthday, for instance, 1 January 66 (Chinese calendar year), subscriber's original PIN code should be 660101. What is the subscriber code and what should I do if I forget the subscriber code?
● Subscriber code:
When the applicants applies an Citizen Digital Certificate at the Household Registration Office. The applicants required to fill in the certificate IC card application form (include name, ID card number, email address, etc) and set a code with 6~10 characters, which is the Subscriber code. The certificate Subscriber code will be used for Citizen Digital Certificate related matters on the Internet, such as reset PIN code, the decoding of PIN code of a locked card, the certificate IC card suspension, the certificate IC card resumption, etc.
● Online change Subscriber code:
If it not easy for subscriber to go to the Household Registration Office for service. ● Loss or forget the Subscriber code:
The applicant should bring the official copy of ID card (NOT driver's license or other documents) and Citizen Digital Certificate IC card, then go to the Household Registration Office for Subscriber code reset service in person. The subscriber can also fill in a power of
attorney(POA) of the MOICA certificate agency and entrust others to handle the certificate Subscriber code reset at the Household Registration Office counter. Why is the Citizen Digital Certificate IC card locked? How to decoding a locked card?

How to operate the HiCOS digital certificate management tool and other operating system component?
● Please download and install HiCOS digital certificate management tool and IC card reader before using an Citizen Digital Certificate IC card.
● Please download component based on the operating system. Unzip the file and install. Then restart your computer when the installation is completed.
(1) Use Windows operating system:Please first install HiCOS card management tool (Windows installation instructions), to assist the use of the certificate in certificate operations. (Download to the desktop and decompress it to install. After the installation is complete, please close all web pages on your computer, and then restart the browser).
(2) Use MAC operating system:Please first install the web page component MAC version component (MAC installation instructions), to assist the use of the certificate in the certificate operation. (After the installation is complete, please close all web pages on the computer, and then restart the browser).
(3) Use Linux operating system:Please first install the web page component Linux version component ( Linux change Subscriber code instructions), to assist the use of the certificate in the certificate operation. (After the installation is complete, please close all web pages on the computer, and then restart the browser).
 HiCOS digital certificate management tool (After the installation is complete, please follow the steps and instructions below to solve your problems):
(1) Decord Locked Card:Click start / Search HiCOS PKI Smart Card on the list / HiCOS Token Utility / Insert your IC card into the card reader / Decord Locked Card / Forget PIN / Unblock Card, and follow the instructions to unblock your card.
(2) Change PIN:Click start / Search HiCOS PKI Smart Card on the list / HiCOS Token Utility / Insert your IC card into the card reader / Card Management / Change PIN, and follow the instructions to change your PIN code.
(3) Test the using environment (the supportability of the operating system and card reader), read the IC card, check the encryption and decryption function and period of validity:
HiCOS Client Inspector:Click start / Search HiCOS PKI Smart Card on the list / HiCOS Client Inspector/Insert your IC card into the card reader/Click "start", and follow the instructions to verify your card.
● HiPKILocalSignServer IC card function detection (Test the using environment by browser):Click start / Search HiPKILocalSignServer on the list/IC card function detection/Insert your IC card into the card reader/Enter the PIN code /Click "start to test". (If you can't reach the website for test, please check the IC card management tool have been installed and started.)
What should I do if the Citizen Digital Certificate IC card is lost or missing?
● Online Certificate Suspension:
Please visit the Certificate Authority of MOI website at https://moica.nat.gov.tw/ (Citizen Digital Certificate / Certificate Service / Certificate Suspension), and enter your certificate subscriber code and IC card number to apply for certificate suspension.
● Apply Certificate Suspension at Household Registration Office:
The applicant should bring the official copy of ID card (NOT driver's license or other documents) and go to the Household Registration Office for Certificate Suspension service in person. The subscriber can also fill in a power of attorney(POA) of the MOICA certificate agency and entrust others to handle the Certificate Suspension at the Household Registration Office counter.
● Certificate Suspension by Fax:
Fax an emergency suspension application form attached with written information containing identifiable identification. Please contact the customer service hotline: 0800-080-117 or email the customer service email: cse@moica.nat.gov.tw for the emergency suspension application form. After receiving your request, the customer service center will process the request as soon as possible during business hours.
● Revoke the certificate IC card and reapply a new certificate IC card at Household Registration Office in person
If you chose to revoke the certificate IC card and reapply for a new certificate IC card, please bring the official copy of ID card (NOT driver's license or other documents), NT$250 certificate IC card production fee, and file a revocation of the certificate IC card and an application for a new certificate IC card at Household Registration Office in person. The application can not entrust others to handle.
How to confirm the validity period of the Citizen Digital Certificate?
(1) Check the validity period printed on the IC card.
(2) Certificate Query:Please visit the Certificate Authority of MOI website at https://moica.nat.gov.tw/ (Citizen Digital Certificate / Certificate Service / Certificate Query), and query by User Name plus Signed Date(Year/Month) or User Email Address or IC Card No. or Certificate SerialNumber any one of them. (We suggest query by IC Card No.)
(3) Certificate Information:Please visit the Certificate Authority of MOI website at https://moica.nat.gov.tw/ (Citizen Digital Certificate / Certificate Service / Certificate Information), and insert the IC card into the card reader then read the IC card and check certificate information (Including IC card NO., Issuer's name, IC card holder's Information, Start Date and Expiry Date).
If the Citizen Digital Certificate already used five years, and has been expired. What should I do?
Within three years starting from 60 days before the certificate expires, and the certificate is not deactivate and revoked, the subscriber can apply for certificate extension by following instructions.
(1) Online Certificate Renewal:Please visit the Certificate Authority of MOI website at https://moica.nat.gov.tw/ (Citizen Digital Certificate / Certificate Service / Certificate Renewal), and follow the operating instructions on the website to apply for certificate extension.
(2) Apply Certificate Renewal at Household Registration Office: The applicant should bring the official copy of ID card (NOT driver's license or other documents) and go to the Household Registration Office for Certificate Renewal service in person.
(3) The subscriber can also fill in a power of attorney(POA) of the MOICA certificate agency and entrust others to handle the Certificate Renewal at the Household Registration Office counter.

 

If the Citizen Digital Certificate had already applied certificate extension and used eight years, and expired now. What should I do?
Within three years starting from 60 days before the certificate expires, and the certificate is not deactivate and revoked, the subscriber can apply for certificate extension only once. If the Citizen Digital Certificate had already applied certificate extension and expired, and the certificate is not deactivate and revoked, the subscriber can reapply a new certificate IC card by following instructions.
(1) Reapply Citizen Digital Certificate IC card at Household Registration Office:The applicant should bring the official copy of ID card (NOT driver's license or other documents), NT$250 certificate IC card production fee, an email address, and go to the Household Registration Office to reapply Citizen Digital Certificate IC card in person. The application can not entrust others to handle.
(2) Online reapply Citizen Digital Certificate IC card:Within one years starting from 60 days before the certificate expires, and the certificate is not deactivate and revoked, the subscriber can reapply a new certificate IC card on the website. Please visit the Certificate Authority of MOI website at https://moica.nat.gov.tw/ (Citizen Digital Certificate / Certificate Service / Reapply Citizen Digital Certificate), and follow the operating instructions on the website to reapply a new certificate IC card, then pay the fee by a credit card online or remit by ATM. Please reconfirm receipt address and fill in electronic invoice information.
What should I do when failed to log into the application service system by Citizen Digital Certificate IC card?
(1) Citizen Digital Certificate IC card can verify the identity of a subscriber and file encryption and decryption on internet, and can be used for internet certification and for application services of the E-government.
(2) If failed to log into the application service system, please follow the instructions below to test the using environment by browser.Click start / Search HiPKILocalSignServer on the list/IC card function detection/Insert your IC card into the card reader/Enter the PIN code /Click "start to test".
(3) If the test is successful and the certificate status is valid, but it still failed to log into the application service system, please contact the customer service of the application service supplier directly. (If you can't reach the website for test, please check the IC card management tool have been installed and started.)
