用戶收到外來人口自然人憑證IC卡時需自行於憑證管理中心網頁進行開卡作業，請至內政部憑證管理中心網站，網址：https://moica.nat.gov.tw/ 外來人口／憑證作業／憑證IC卡開卡 ，輸入居留證號碼及申請單上的用戶代碼後，依照網頁說明進行操作，即可完成開卡並設定新的PIN碼，卡片就可以使用。(為維護用戶的權益及安全性考量，用戶代碼及PIN碼敬請牢記)。

用戶代碼忘記會有以下二種情況，敬請依照不同類型擇一使用：
1、已至移民署完成申請，但申請書遺失，請至內政部憑證管理中心網站，網址：https://moica.nat.gov.tw 外來人口／憑證作業／外來人口取回用戶代碼 ，依照網頁說明進行操作，即可取回在移民署申請時系統亂數給予並列印於申請書上的用戶代碼。
2、外來人口自然人憑證IC卡開卡及鎖卡解碼作業，但申請書遺失忘記用戶代碼請至內政部憑證管理中心網站，網址：https://moica.nat.gov.tw 外來人口／憑證作業／修改用戶代碼，依照網頁說明進行設定新的用戶代碼後，再進行線上開卡或鎖卡解碼作業。

外來人口自然人憑證於憑證作業網頁無法執行忘記PIN碼/鎖卡解碼作業時，應如何解決？ What should I do if the alien citizen natural person certificate cannot perform the forgotten PIN code/locked card decoding operation on the certificate process webpage?
請用戶先行確認幾項事情：
1、建議憑證使用者於WINDOWS尚有提供更新之作業系統、MAC作業系統：瀏覽器IE11以上、Chrome、Firefox。
2、當您執行MOICA網站上各項憑證作業，如出現「未安裝客戶端程式或未啟動服務」或按下作業按鈕後，無任何反應時，請使用HiCOS卡片管理工具，進行相關憑證作業，步驟如下：
(a)安裝HiCOS卡片管理工具：請點選下載HiCOS卡片管理工具 並先儲存至桌面後，再解壓縮執行安裝HiCSO Client程式。
(b)執行鎖卡解碼：完成HiCOS卡片管理工具安裝並重新開機後，點選 開始 / 所有程式(程式集 / HiCOS PKI Smart Card / HiCOS卡片管理工具 / 點選鎖卡解碼 / 忘記PIN碼鎖卡解碼後，依照操作說明進行鎖卡解碼作業。
3、確認讀卡機是否安裝成功（驅動程式是否正確）。
4、輸入用戶代碼需區分大小寫，如忘記或遺失用戶代碼，請至內政部憑證管理中心網站，網址：https://moica.nat.gov.tw 外來人口 / 憑證作業 / 修改用戶代碼，將卡片置入讀卡機中，點選線上作業辦理用戶代碼修改，修改後再進行鎖卡解碼作業重設PIN碼。

2. When you execute various certificate processes on the MOICA website, such as “The client program is not installed or the service is not started" or there is no response after pressing the operation button, please use the HiCOS card management tool to perform the relevant certificate process as follows:
(a) Installing a HiCOS card management tool: Please click and download the HiCOS card management tool and save the tool to the desktop, and then decompress and execute the installation of the HiCSO Client program.
