Physical Characteristics
  • 外型尺寸、卡片工作環境溫、濕度標準應符合ISO 7810及7816相關規定。
  • EEPROM記憶體至少達32K位元組（含）以上，晶片讀寫次數至少10萬次（含）以上。
  • 資料儲存保存時間應至少5年（含）以上。
  • 提供多樣化印刷美術設計技術並配合需要使用透明及不透明卡材，增加卡片美觀效果。
  • 提供多種材質選擇至少需有PVC。
  • The shape and dimensions, and the temperature and humidity standard of the card working environment shall comply with the related regulations of ISO7810 and ISO7816.
  • The EEPROM memory includes at least 32K bits (inclusive) and the chip can be read for at least 100,000 times (inclusive).
  • The data storage retention time should be at least 5 years (inclusive).
  • A diversified printing art design is provided in line with the use of transparent or non-transparent card material in order to improve the aesthetic effect of the card.
  • A variety of materials (at least including PV) are available for selection.
  • 正常使用下，卡片印刷部份覆被材質及晶片不可有剝落現象。需出具相關佐證資料或實例說明。
  • 卡片長邊、短邊彎曲(bending)、扭曲(torsion)承受限度需優於ISO7816-1檢測水準並出具相關佐證資料。
  • Under normal use, the printed portion of the card covered by the materials and chip must not peel off. Related supporting information or examples of description are required.
  • The bending and torsion of the long side or short side of the card should have a tolerance higher than that of the ISO7816-1 inspection standard, and related supporting information is required.
IC卡之指令、介面規格及功能
Instruction, Interface Specification and Function of IC card
  • 卡片上各接點之電氣訊號特性、金屬接點尺寸接點位置、卡片通信介面接觸式部分及卡片回應重置訊號（Answer To Reset）需依照ISO 7816相關規定。
  • 基本指令：提供符合ISO 7816-4指令集、RSA/DSA 金鑰之產製、匯入、加驗簽章、加解密等指令。
  • IC卡介面應符合PKCS#11，CSP規範，需提供IC卡介面應用程式，至少應包括PKCS #11及MS CAPI。出具IC卡片安全規格可資公信佐證資料。
  • 可自行產生金鑰對，金鑰產生長度需達RSA 1024 bit（提供憑證管理中心使用則需達 RSA 2048 bit）（含）以上或其他相同安全規格。金鑰不允許被讀出。
  • 具備簽章及加解密運算、更改PIN、Secure Mail、 SSL Client Authenticatin等功能並提供應用介面函式庫。
  • 高運算效率，如果以 1024 bit內部晶片簽章（RSA_Sign指令），則每次必須小於1秒。
  • 必須至少相容於PC/SC介面之讀卡機並詳列所有可使用讀卡機之廠牌、型號、適用作業系統、製造商資料、新台幣計算之定價、台灣地區出售/售後服務經銷商及可購買地點等詳細資訊。自第一期後各期營運承包廠商所提供之IC卡需提出相容於第一期計畫起所使用之讀卡機之解決方案。
  • The electrical signal property of each contact on the card, the size and position of the metal contact, the communication interface contact part of the card and the answer-to-reset signal must comply with the related regulations of the ISO 7816.
  • Basic Instruction: It provides instructions that comply with the ISO 7816-4 instruction set, the production, import, signature, encryption and decryption, etc. of the RSA/DSA key.
  • The IC card interface should comply with the PKCS#11 and CSP specifications and the card interface application program at least including the PKCS #11 and MS CAPI should be provided. The provided specification of IC card security can be used as public trusted supporting information.
  • The key pair can be generated by yourself, and the length of the key must be up to RSA 1024 bits (for those provided for the use by the Certificate Management Center needs to be up to RSA 2048 bits) (inclusive) or other equivalent security specifications. Reading of the key is not allowed.
  • Signature and encryption and decryption, change of PIN code, Secure Mail, SSL Client Authentication and other functions are included and the application interface function library is provided.
  • The high computing efficiency must be less than 1 second for each time for the 1024-bit internal chip signature (RSA Sign Instruction).
  • The card reader must be at least compatible with the PC/SC interface and all the manufacturer brands, model numbers, applicable operating systems, manufacturer information, prices in NT dollars, Taiwanese sales/after-sales service distributors and detailed information such as location available for the purchase must be listed The IC card provided by the contractor in every phase after the first phase must provide a solution which is compatible with the card reader used in the first phase of the project.

  • 可讀寫ISO-7816-1,2,3,4 T=0及T=1 Protocol的智慧卡。
  • 可讀取自然人憑證IC卡（需附連線至內政部憑證管理中心網站moica.nat.gov.tw測試可讀取憑證內容書面資料）
  • Readable smart card of ISO-7816-1, 2, 3, and 4 T=0 and T=1 Protocol.
  • Readable natural person certificate IC card (attached with the written information of connecting to the website of the Certificate Authority of MOI, moica.nat.gov.tw, to test the readable certificate content)
連接智慧卡 應允許卡片插拔20萬次以上。

    In Active Mode, the power supply interface is as follows:

認證與標準
Certification and Standard
  • USB 介面機種需通過微軟公司（Microsoft Windows）ME / 2000 / XP WHQL(Microsoft Windows Hardware Quality Labs)認證。
  • 通過UL19500, CNS13438, FCC, CE.等至少二種以上安規，交貨時提供經濟部標準檢驗局所核發「商品型式認可證明書」乙份，商品型式認可證明書須載明型號(USB及RS-232介面)。
  • 相容CCID-Chip Card Interface Device Rev.1.0。
  • USB interface models need to pass the Microsoft (Microsoft Windows) ME / 2000 / XP WHQL (Microsoft Windows Hardware Quality Labs) certification.
  • At least two of the safety regulations of UL19500, CNS13438, FCC, and CE should be passed, and a copy of the “Certificate of Authorization for Type Approval of Product” issued by the Standard Inspection Bureau of MOI at the time of delivery, and the “Certificate of Authorization for Type Approval of Product” must specify the model number (USB and RS-232 interfaces).

供應廠商應提供每部讀卡機至少下列附件及服務
The supplier should provide at least the following attachments and services for each card reader.
  • 免費提供所支援使用之電腦作業系統驅動程式及自動導引安裝介面及說明資料。
  • 讀卡機至主機間連接線至少達1公尺。
  • 所有產品提供免費一年保固。
  • Provide the computer operating system driver, the automatic guide installation interface, and instruction for use free of charge.
  • The connecting line between the card reader and the host computer is at least 1 meter.
  • All products provide a one-year warranty for free.
