用戶收到外來人口自然人憑證IC卡時需自行於憑證管理中心網頁進行開卡作業，請至內政部憑證管理中心網站，網址：https://moica.nat.gov.tw/ 外來人口／憑證作業／線上開卡作業 ，依照網頁說明進行操作，即可完成開卡並設定新的PIN碼，卡片就可以使用。(為維護用戶的權益及安全性考量，用戶代碼及PIN碼敬請牢記)。
After receiving the alien citizen natural person certificate IC card, the certificate subscriber should go to the Certificate Management Center webpage for the card activation. Please go to the Certificate Authority of MOI website: https://moica.nat.gov.tw/ alien citizen/certificate process/how to activate card, and follow the instruction given by the webpage to complete the card activation and set a new PIN code before using the card. (To protect the subscriber’s rights and interests and take the security into account, please remember your certificate subscriber code and PIN code).

用戶至移民署申請時，系統會亂數給予一組用戶代碼，並列印於申請書上的用戶代碼欄位，用戶於移民署臨櫃申辦外來人口自然人憑證時，會由申請系統隨機給予一組6~10碼的用戶代碼，並列印在申請書上交由用戶帶回，即為用戶代碼，線上開卡時請依照申請書上的用戶代碼輸入。用戶代碼將使用於網路上外來人口自然人憑證相關事宜，例如：憑證申請線上付款、憑證開卡、PIN碼鎖卡解碼、憑證IC卡暫時停用、憑證IC卡恢復使用等線上申辦事項。
When the subscriber applies to the Immigration Agency, the system will randomly generate a set subscriber code and printed on the subscriber code filed. When the subscriber applies an alien citizen natural person certificate at the counter of the Immigration Agency, the application system will generate a set of subscriber code with 6-10 characters printed on the application form and brought back by the subscriber, and this is the subscriber code to be entered to the application form for the online card activation. The subscriber code will be used for alien citizen natural person certificate related matters on the Internet, such as the online payment for certificate application, the certificate card activation, the lock and unlock of the PIN code, the certificate IC card suspension, the certificate IC card resumption, etc.
