內政部憑證管理中心

內政部憑證管理中心是電子化政府資訊安全基礎建設計劃之一,是一個我國電子簽章法所謂的「憑證機構」,負責簽發我國滿 18歲以上國民之公鑰憑證, 並提供其他自然人之電子化政府應用服務網路通訊的安全基礎。
本中心有以下兩大目標:

我國之政府公開金鑰基礎建設 (Government Public Key Infrastructure,GPKI)是一個階層式的憑證管理架構,以行政院研考會設置的政府憑證總管理中心(Government Root CA,GRCA),做為整個GPKI的信賴起源(Trust Anchor),GRCA將簽發CA憑證給GPKI的下層CA。

而本中心屬於GPKI中的第一層下屬憑證機構(Level 1 Subordinate CA),並且遵循GPKI憑證政策(Certificate Policy,CP)所訂定之保證等級第三級的規定,對在我國設籍登記滿18歲以上國民之自然人的公鑰憑證進行簽發及管理。

在標準之公開金鑰基礎建設 (Public Key Infrastructure,PKI)中,CA的角色是為加密公鑰之正確性作擔保,因此建立與維持可信賴之資訊安全機制為本中心規劃時之重點。

In the standard Public Key Infrastructure (PKI), the role of CA is to guarantee the correctness of encrypted public keys. Therefore, establishing and maintaining a reliable information security mechanism is the focus of the center's planning.

帶動電子化政府應用發展,提升國家競爭力

電子化政府電子證照之基礎建設包含 PKI與PMI,分別提供公鑰憑證(Public-Key Certificate)及屬性憑證(Attribute Certificate)服務,用來做為G2G、G2B、G2C之身分識別及資格確認之用。而在與自然人相關的PMI發展上,相關主管機關可以依權責分工設立屬性憑證管理中心(AA)及RA,簽發自然人主體相關的屬性憑證,其中將包括以下電子化的證照及證明書:

  • 人員識別證,如:公務人員識別證、學生識別證、機關人員識別、市民識別、會員資格識別等

  • 技師證照證明書,如:駕照執照證書、土地代書、電機、土木、醫事人員專業技師等
    Technician license certificate, such as: driver's license certificate, land certificate, electrical machinery, civil engineering, medical professional technicians, etc.

屆時將會把所有紙本證照逐步全面電子化,營造一個無障礙的電子化服務環境,以提升國家競爭力。

    於內政部憑證管理中心下可分為 :
